Jammu, September 19: In a significant development underscoring the National Investigation Agency’s high-quality intelligence gathering and swift operational response, a special NIA court here has issued a non-bailable warrant against Saifullah, a Pakistan-based Lashkar-e-Taiba (LeT) commander accused of orchestrating and supporting multiple terror attacks in Jammu and Kashmir, including the deadly April 2025 Pahalgam massacre.
The warrant, issued on September 8 under Section 75 of the Bharatiya Nagarik Suraksha Sanhita, targets Saifullah (also known by aliases including Sajid Jatt, Ali Bhai, Habibullah Malik, Langda, Noomi, Numan, Usman Habib and Shani). A resident of Changa Manga village in Pakistan’s Kasur district, he has been designated a terrorist under the Unlawful Activities (Prevention) Act.
According to the NIA, Saifullah has been operating from Pakistani soil, channeling weapons, funds and precise operational directions to terrorists active in the Kashmir Valley. Investigators recovered Telegram communication IDs linked to him from arrested Pakistani operatives, revealing instructions to target security forces, civilians and government establishments. He earlier served as an LeT commander in Kulgam district between 2005 and 2007 before exfiltrating to Pakistan.
The case stems from the agency’s successful dismantling of a deep-rooted LeT module earlier this year, which led to the arrest of Pakistani terrorist Abdullah alias Abu Hureira and his associates. The NIA’s meticulous probe, marked by sharp intelligence work and prompt follow-up action, has once again demonstrated its commitment to dismantling cross-border terror networks and preventing Islamic terrorism from taking further root in the region.
The special court, after examining the agency’s application and supporting material, observed that the accused remains at large and could not be produced through ordinary means. The non-bailable warrant has been forwarded to the Senior Superintendent of Police, Kulgam—where Saifullah’s last known address in India is recorded as Yamrach village—for execution in accordance with law through the NIA.
This action reflects the strength of India’s credible justice system, which continues to pursue absconding terror handlers with determination even when they operate from across the border. By securing judicial warrants against key LeT figures involved in heinous attacks such as the Pahalgam massacre—which claimed 26 lives, mostly of tourists—the NIA and the courts are sending a clear message that those who plot violence against Indian citizens will face sustained legal and operational pressure.
The agency’s focused investigation into the Pahalgam case and related modules remains ongoing.
